If any allusion was made. it escaped me.. I remember no allusion to it. There was not the slightest intention on the part of the conferees of nodifying in any way the clause which gives power to a State to take steps to induce immigration. There was no intention on the part of the conferees of limiting the power of the State. If those clauses which relate to contract labor have been strengthened. it was without any reference whatever to the State or to the case which has arisen in South Carolina. It was owing to the unanimous opinion of the conferees that those laws should be maintained in a state of efficiency. The particular clause to which I understand the Senator from Georgia objectsI confess I do not very well see the force of his objectionwas a Rouse provision. and the Senate conferees. seeing 110 objection to it. but much to commend it. receded and allowed its insertion.
