I will state. Mr. President. that we have had a good deal of report. newspaper and otherwise. lately of a new treaty with foreign nations with reference to the immigration of their subjects who are coming to this country. Before the question of unanimous consent is definitely proposed. I invite the attention of the Senator from Vermont to this language in section 39 of the conference report. which is found on page 2816 of the RECORD: And the President of the United States is also authorized. in the name of the Government of the United States. to call. in his discretion. an international conference. to assemble at such point as may be agreed upon. or to send special commissioners to any foreign country. for the purpose of regulating by International agreement. subject to the advice and consent of the Senate of the United States. the immigration of aliens to the United States. I do not know whether there is any significance in it. Mr.
