I think the gentleman will find that there are no provisions in this law that conflict with the naturalization laws. his bill was uianitnously reported froll the Conatittee on Foreign Affairs at the request of the Departinent of State. and il answer to t report nlaide. which tile gentletian may have seen. by a committee appointed by the Secretary of State to investigate ind report upon certain evils whtici have arisen in tile Departlnelt of State. chiefly il reference to the issne of passports and the protection exercised by this Governnet in favor of its citizens in other countries. lhe first section meets an evil of this charaeter. A young man comes to this country mand files his naturalization papers. By that act ie renounces his allegiance to the country fron which lie came. andtherefore has no right to ask its protecti6n. Under the present law the Departiient of State call not issue a passport. and therefore cats grant no protection until the nlau has been fully naturalizedthat is. until at the expiration of live yeals. Very many of these young men have occasion to go to other count ries and matiy of theti are sent to other countries by their etnployers as traveling agents. for which purpose they are often specially adapted. It results that until tile five years have expired they must go. for instance. to a country like Asia aind other eastern countries where a passport is required. without being able to have any protection froln any country. To iteet that evil tie Secretary of State is authorizedhe is not directedwhei a 11111 has lived here three years after filing his naturalization papers. to issue a passport that shall be good for six ionths. I think there call le no objection to this provision.
