All we can do is to maintain our present attitude of resistance. to maintain our control of our State governments. and to submit to whatever you see fit to do in national affairs. because under no conditions do we ever hope that the South can regain control of this Government. We are onethird of the population. You are twothirds. Every year your numbers are being added to by a million immigrants in the North. who stay there. while none go to us. The million who came in last year represent five Congressmen. Those who cane in year before last represent five more Congressmen.
