That is probably another forceful precedent. although obviously the two cases are not by any means upon all fours. On the other hand. it has been contended that there are precedents against the Government paying the cost and in favor of saddling the cost upon the industry which is regulated. The national banks have been cited. and the immigration head tax has been cited. as establishing a precedent in support of the Senate contention that the packers should bear this expense. Other precedents to the same effect are cited. but I will not go into those. I grant that there are precedents upon both sides of this subject.
