The one object. Mr. Chairman. of this bill is to estrict the present flow of immigrants to this country. It seeks to do that in a practicable way. It means to cut down the number. and thereby lessen our chances to be injured. The bill proposes to accomplish this by increasing the head tax. by prescribing an educational test. by imposing heavier fines on steamship companies for violations of our laws regulating the admission of aliens to our country. and. last. by a more rigid inspection of immigrants before sailing from a foreign port. Each and all of these proposed restrictions strike directly at the evil we seek to correct. I shall briefly. before I close. refer to and discuss each of these proposed amendments.
