Mr. Chairman. I wish. first. to say that although there has been considerable criticismat least outside of this Chamber--over the delay in the consideration of this bill in the House. that. as a matter of fact. since the bill was reported into the House and was first given a privileged position in the House no bill has been considered by the House except appropriation bills. bills under suspension of the rules. by unanimous consent. or bills on the Private Calendar. except the one bill which was then a continuing orderthe bill in regard to naturalization. so. that the delay in the consideration of this bill has been caused on account of the unwritten rule of all legislative bodies. I believe. that appropriation bills. when ready for cousideration. as a general thing. are disposed of ahead of all other legislative propositions. But during all this time.
