SpeakerI beg the attention of the chairman of the committee--if amended as suggested will read: And if the holder of such certificate be absent from the United States. or from the district in which he last had his residence. such notice shall be given In the manner provided for the service of summons on absentees by the laws of the State or the place where such suit is brought. Now. I will state that the reason for offering this amendment Is that this secton provides a different method of citation to an absentee than is authorized by law in some of the States. To illustrate. suppose a suit were instituted against an absentee by the Government of the United States to cancel his certificate of naturalization praying for judgment in that behalf. The suit would be of great importance at least to the party in interest. Now. under the provisions of this measure. notice would be by publication in one of the newspapers of the State.
