One is the provision in reference to fees. which we have reduced to $5. and which I think will meet with the unanimous approval of the members of the committee. The oter essential feature of the bill which was not discussed in Committee of the Whole was that which provides for the cancellation of certificates fraudulently obtained. With the exception of those two provisions. the rest of the bill deals simply with naturalization frauds. prescribing punishment for frauds and crimes that may be committed In naturalization proceedings and providing forms to be used in such proceedings. In the amendments that we have sent to the Clerks desk was also included an amendment proposed by the gentleman from Indiana IMr. CnUMPACRER] which provides that if an alien. after receiving a certificate of naturalization. goes to his former country within five years and remains there permanently. taking up a permanent residence. it shall be construed as prima facie evidence that he did not intend to reside permanently In the United States at the time he made his application. and then it provides for proceedings for the cancellation of a certificate obtained under such circumstances.
