I am sure It is better to strike out all provisions relating to an appeal of this kind rather than to confuse the law. if the bill should become a law. I do not know that it is necessary to have an appeal at all. I have not been trying to perfect this bill. but I understand those who have had charge of it claim that they are providing for an appeal from any State court that may take jurisdiction in the matter of naturalization. within a certain number of days. to the United States circuit court of appeals. That I deny can be done.. There is no provision here or ever was outside of the bill to that effect. and it is an anomaly to have It in It.
