Mr. Chairman. the whole section is so objectionable that I think it quite impossible by any amendments that have been offered to make it satisfactory to this House or to the country. Some of the most Industrious citizens of this Republic. native and foreign born. can neither read nor write in any language. much less in two. Some of the most prosperous men among the laboring people of the country. among the farmers of the country. are men who can neither read nor write to the extent required in this section. Now. you put in this bill as a necessary qualification for citizenship in the Republic a requirement that a man shall be able to read and write in two languages. a thing that the gentleman In charge of this bill can hot do.
