Let us examine section 9 of this bill a little. It provides: SEc. 9. That no alien shall hereafter be naturalized or admitted as a clizen of the United States who can not write In his own language or in the English language. and who can not read. speak. and understind the English language. Under that section an alien might be highly educated in his own tongue and be able to understand the English language. and yet he could not become an American citizen. Further than that. he might be a profound scholar in his native language. and be able to speak and understand English. and yet. if he could not also read the English language. he is barred from American citizenship.
