Prior to 1870 a majority were of the Englishspeaking races. Since that time the increase has been such until now. as I remember the figures. more than 90 per cent during the past five or six years who came to this country were unable to speak the English language. We provide by law. and have for over a century. that an alien must live in the country for five years before he can be naturalized as an American citizen. The purpose of that requirement is that he shall fit himself for American citizenship during that period. It is admitted on all hands that the ability to speak the English language will enable the alien to more readily assimilate with our people.
