Of course there have been a large number of fraudulent certificates issued. and in the past the number of cases in which the Government ought to have intervened would exceed 10 per cent. but with the safeguards against fraudulent applications and fraudulent certificates provided by the terms of this bill. I am certain that the number of cases in which it would be necessary for the Government to intervene will be greatly diminished. The provisions of this bill. allowing investigations relative to the qualifications of all applicants. will. if enacted into law. deter those not entitled under our laws to naturalization from making application therefor. The cases will therefore. in my judgment. be comparatively few in which it will be necessary for the Government to appear.
