The gentleman misunderstands the purpose when he says that it is necessary that there shall be an Independent investigation in each case. The object and purpose of having this record sent to Washington is that there may be one central place where a record in all these cases may be kept. so that if there should. be anything appearing in the record in this one central bureauthat required an investigation. then the Department can call upon the United States district attorney in the proper district and give him information when he appears in opposition to the application before the court. and It is not for the purpose of having a large force in Washington investigating all these cases and sending them all over the country. It is simply permissive to have this bureau. and in line upon the recommendations of three Presidents of the United States for a central bureau. where the record of all these naturalization proceedings shall be kept.
