It Is In these words: That In addition to the persons excluded under the foregoing section. admission Into the United States shall be denied to all persons over 15 years of age and physically capable of reading who can not read the English language or some other language. The bill with this amendment incorporated passed the House of Representatives on the 27th day of May. 1902. but on account of the failure in the Senate did not become a law. This amendment thus specifically approved by President Roosevelt goes further than my amendment. in that It requires that every immigrant over 15 years of age shall be required as a condition to entrance to be able to read and write. That. of course. would subject women and children of both sexes to the test prescribed. My amendment is not quite so drastic.
