President. as I said before. do not distribute themselves. They do not go to the farms of the South or the farms of the West. I know. as a matter of fact. that some of the Southern States. acting. in my judgment. upon a false and misguided notion with reference to the fitness of these people to become agricultural laborers and ultimately good citizens. have made an earnest effort to secure Italian immigration . but with the exception possibly of Louisianaand that State has one of the great cities of the country. one of the two or three only. great cities we have in the Southand. to a limited extent. Texas. the South has been unsuccessful in its efforts to induce these people to go and enter into the agricultural pursuits of that section of the country.
