The amendment offered by the Senator from South Carolina indirectly recognizes that that act can be done. if I understandcorrectly his amendment. This makes it a criminal offense for him either to take any money or any security for the return of the immigrant who is found unfit to enter. The Senator will see it by reading the last portion on page 14 and the top of page 15.
