It reads as follows. referring to the owner or master: Or shall refuse or fall to return them to the foreign port from which they came. or to pay the cost of their maintenance while on land. or shall makeHere is the material partthe material languageor shall make any charge for the return of any such alien. or shall take any security from him for the payment of such charge. etc. That is made a criminal offense. The amendment offered by the Senator from South Carolina indirectly recognizes that that act can be done. if I understandcorrectly his amendment. This makes it a criminal offense for him either to take any money or any security for the return of the immigrant who is found unfit to enter. The Senator will see it by reading the last portion on page 14 and the top of page 15.
