All we can do Is to Impose upon the steamship companies the penalty of $100 and the expense of carrying back each immigrant they bring contrary to our existing laws. We have no power to prevent their taking unlawfully an immigrant and clearing with him from Naples or Hamburg if they choose to do it. But. as a matter of fact. our consuls look over the manifests. We ought to have a medical examination there. and I shall offer an amendment presently for that purpose. We ought to have a medical examiner or physician at the great ports of embarkation who shall look over the immigrants and manifests and make proper report to the steamship companies there. That is all we can do.
