As I understand from the Senator from Vermont. as the law now is all accredited officials of foreign governments entering the United States en route to other governments pay the head tax. that is. the head tax is paid by the steamship company upon those as well as upon everybody else who is on board the vessel. That is the present law. if I understand the Senator from Vermont. Now. that being the case.it is necessary to have the exception as to accredited officials who shall enter from contiguous territory. If that exception were not provided. the head tax would have to be paid for them. although they do not enter the United States upon a steamship or through a steamship line.
