New York. in one week last month. and the outlook indicates that the rest of the spring and the coming sumnmel will see no diminution of this rate of almost 7.000 immigrants per day. and when the United States CommissionerGeneral of Immigration asserts that he believes the total number of arrivals for the current year will exceed that for last year. it is clear that justand speedy and proper action should be taken by Congress. I hope the pending bill will pass. and that immigration to our country will be so restricted as to keep out undesirable immigrants and encourage desirable immigrants to come to our country. and that American wageearners. whether in the field. in the factory. or in the mines. will be protected against pauper labor. and that the racial standards will not degenerate in any part of our country.
