They wish to know before they come what they are going to engage in. They are agriculturists at home. and the kind of agriculture in which they could be engaged in this country is largely of the same class as that in which they are occupied at home. But. in the absence of the ability to make an arrangement with them. that class. the most desirable of all classes of people who are eligible for immigration. are excluded because of this barrier. which says to a man. "You shall not make a contract with a man. however well fitted he may be to make a good citizen. " as a great many of them are. He must come over here and look for himself. and unless that is done he shall not be received. The result is that the best class of agricultural laborers do not come.
