The result of the original proposition would be that. under the rules of the House. it will not be competent for the House to appropriate for the specific salaries. but they must appropriate a lump sum of money out of which the Secreatry shall fix the salaries. That. I say. is a wrong policy. It was not the intention. in my judgment. of the Committee on Immigration to adopt that policy. but that is the result of the language in the bill. It is a policy that Congress is endeavoring to get away from instead of endeavoring to go toward. doing away. as far as possible. with the policy of lumpsum appropriations for salaries. and it would be. in my judgment. a serious mistake to leave such a provision in the bill.
