In my judgment. Mr. Chairman. it would be better to have no preliminary declaration of intention at all. The commission appointed by President Roosevelt a short time ago to investigate the subject of naturalization. in its report submitted to Congress last December. recommended the abolition of the declaration of intention. This country and Mexico are the only countries that require a preliminary declaration as a condition precedent to citizenship. The bill provides adequate means to ascertain the identity of an applicant for citizenship. so the preliminary declaration can subserve no useful purpose. and it may in some instances work an irreparable hardship.
