Of course I would probably be one of the last men to stand upon the floor of the Senate and deny that under the domain of administrative law. where the nation or a State is dealing with that over which it has complete control. the rights of parties are very often. indeed almost generally. disposed of through administrative boards. as. for instance. the rights of the citizen to transmit his mail and the conditions under which he shall be permitted to transmit it throughthe postoffice. That is a matter over which the Congress has complete control. and of course the administration of the affairs of that Department can be dealt with by Congress as it sees fit. So in the case of the distribution of public lands. so in the case of the citizenship of Indians. so in the case of immigration. Anything over which the Government has complete control and where it defines the rights of parties. of course can be handled through an administrative board.
