Mr. Speaker. in justification of the action of the committee as much as anything else. when that resolution was before the committee. it was a resolution proposing to allow either the Secretary of Commerce and Labor or the CommuissionerGeneral of Immigration. I amnot sure vhich. authority. in his discretion in all such cases. to suspend the law. The comnmittee thought that that should not be done. that that was unwise. A statement was made by the gentleman from New York as to the hardships of this particular case. and my recollection was that the gentleman conceded the woman was an idiot. and if she was returned to her home country she would be shot in Russia.
