Chairman. I am not at all surprised at the gentlemans effort to close my mouth and prevent me from further exposing his position. The people of his district who are in favor of. restrictive immigration have been lead until the last few weeks to believe he was in favor of such a bill. and he is excusable for trying to take shelter behind the claim of insulted dignity. or a breach of parliamentary etiquette to shield himself from the searchlight of truth. and thereby if possible ward off their indignation. I hold in my hand a letter from the commissioner of common schools of my county. dated March 23. 1906. who is now serving his fifth year. in which the following language is used: The statement made by Mr. BENNET that 30.6 *per cent of the voters of this county could neither read or write came like a peal of thunder from a clear sky.
