La.. were stopped at the border of Arkansas and denied permission to cross the State. Strange to relate. this instance is held up to this House and to the country as furnishing alone sufficient reason and ample justification for the adoption of section 7 of this bill. and yet we are assured jby its advocates that section 7 relates only to interstate trains which. to quote the bill. "may have been discharged and properly certified in accordance with the regulations of the Public Health and MarineHospital.
