President. I may say a single word in regard to this matter. I had occasion to say something about it some time ago in the case of the immigration bill. It seems to me that it must be the absolute understanding always that conferees represent the views of the Senate and not their own views. It does seem to me that it is not possible we can carry on business upon any other basis. that the Senators in charge of the bill. even if they voted against the amendments of the Senate. would. of course. represent the views of the Senate. and that the bill should not be taken from the committee in charge of the measure.
