I would like to ask the gentleman from Colorado if he answered the question put by my colleague from Minnesota. as to what effect the adoption of this bill and its becoming a law would have upon the operation of the homestead law? The gentleman is.well aware that no one can prove up a homestead until he is a full citizen of the United States. Now. the result would be. it seems to meand r will ask if It is not truethat all of those immigrants who can learn the English language in five years will be able to make final proof. but those who are unable to acquire that tongue. although they may be as well educated as any gentleman present or anywhere else in the world. would be deprived of the right to prove up their homestead?
