So that they can read our laws and understand them in the language in which our laws are written. Does not the gentleman believe that such a provision as this in a naturalization bill will hasten the day when they will learn to speak and understand the English language? They will come to this country and will want to become citizens. We will want those people to become citizens of the United States. and we will give them the five years. and they will receive notice that if they want to enjoy all the privileges of our citizenship they must in those five years time learn enough of our language to be able to speak and understand it.
