But this is the condition: I have seen. for example. in the United States district courts 2.000 prospective citizens huddled together. waiting to have their papers passed upon. I have heard the judge declare that he would hear 50 or 100 cases. after which all the rest would be dismissed. Perhaps 1.500 men. who each had lost ahalf days pay. would be obliged to go home discouraged with the result of that days work. and would not come again. Now. if these men were honestly entitled to naturalization. it seems to me in that instance justice was not done. because it ought to be the policy in this country to enlarge the number who will become good citizens.
