The point I want to make is. does the gentleman think it right to require of a man who wants naturalization a superior knowledge and education to that required of an American citizen in order to have the right to vote? In other words. three or four States in the American Union have this provision. Now. does he think It fair to ask of a foreigner a superior knowledge and superior education to that which they ask of American citizens In forty four or five out of the fortyeight States in order that they may have the right to vote?
