Its representatives may. to a certain extent. while that condition lasts. represent those chaotic conditions in the Congress of the United States. but I do not think that condiion exists today. I want to say now. and I say it with all earnestness and with a sincere conviction. that. unless all political and industrial and sociological signs fail. in less than a quarter of a century the East will wish to Heaven that they had the western votes in the Senate of the United States to save them from themselves. I have been watching for a few years past to see what effect the immigration of these millions of inhabitants of southern EuropeSlavonians. Roumanians. Italians.
