The gentleman states that it is impossible. In his opinion. to so scatter the immigrants that they will not settle in the crowded cities of the United States. In a bill that I had the pleasure of offering. and which rests in the Immigration Committee. I proposed to allow or permit the Secretary of Commerce and Labor to prevent these men from immigrating into this country unless they will scatter throughout the Statesin other words. to prevent their settling where there is 30 per cent foreign population now existing. not to allow them to settle in any city or town where there is 30 per cent of foreign population at present.
