Having quoted the statement of Commissioner Braun that it was the policy of foreign governments to group their subjects in colonies in this country in order that they might more effectively retain their control over them through their ministers. priests. teachers. etc.. and more effectively and certainly secure their return with their booty. I will give the following facts taken from the report of CommissionerGeneral of Immigration to sustain this statement: . In 1904 the total immigration to the United States was 840.714.
