Of all the aliens confined in our criminal and penal institutions in 1904. 32 per cent of them were of the Celtic andTeutonic races of northern and western Europe. and 64 per cent were Slavic and Iberic races of southern and eastern Europe. In 1905 the total number of all inmates was 349.885. Of this number. 97.074. 28 per cent were foreign born. Of these. 39.646 are aliens. while the remaining 57.424 have been naturalized. The foreignborn population of the United States. including both alien and naturalized. is only 14 per cent of the whole population. In other words. while they furnish only a little more than one seventh of our population. they furnish nearly onethird of our criminals. insane. and paupers. Further demonstrating the undesirability of the large majority of our immigration.
