Strike out section 1 of the bill and insert: That there shall be enrolled in such manner and under such requirements as the Secretary of the Navy may prescribe. from the officers and men now and hereafter employed in the merchant marine and deepsea fisheries of the United States. such officers. petty officers. and men as may be capable of rendering service as members of a naval reserve. for duty in time of war. and who are willing to undertake such service. to be classified in grades and ratings according to their capacity as shown at time of enrollment. No man shall be thus enrolled who is not a citizens of the United States. either by birth or naturalization. These members of the Naval Reserve shall be enrolled for a period of four years. during which period they shall be subject to render service on call of the Vresident in te of war. They shall also possess such qualifications. receive such instruction. and be subject to such regulations as the Secretary of the Navy may prescribe.
