This House can not act unless the committee charged with the consideration of these bills reports them to the House. Therefore. in the beginning of the session. when we are considering the Presidents message. I take this opportunity to bring this question before the House. for fear that if the House does not take it up and voice the sentiment of the American people in favor of protecting the American workman against the pauper labor of Europe we will never have any action in the matter at all. It is for this reason that I am taking up the time of the House today. [Loud applause.]
