Mr. Chairman. a million and a quarter of American citizens. native and naturalized. have been for many years past insulted. degraded. and classed as unworthy of the rights of other citizens by one of the great friendly powers of the world. These people are the Jews of America. The country degrading them isRussia. and the insult and injury consists in the refusal of passport privileges In Russia. in spite of their absolute treaty rights as American citizens. After two years of thought and study of this question I am. bound to assert that our Government and it alone is to blame.
