President. just a word on this question. When an Indian becomes a citizen of the United States. the law takes no cognizance of the color of his skin or of his former tribal relation. It takes no more cognizance of that than it takes of the former nationality of an Englishman or a German or a Russian who becomes a naturalized citizen of the United States. Therefore. if a State of this Union. whether In pursuance of a condition imposed on it by Congress or in pursuance of its own free will. should attempt to lay down one rule of conduct for its citizens of red skin. another rule of conduct for its citizens of black skin. and still a third rule of conduct for its citizens of white skin. its legislation on that subject would be in violation of the fourteenth amendment to the Federal Constitution. and absolutely void.
