President. and to the Senator from Massachusetts. in charge of the bill. that there was no amendment of that character pending. and I was preparing to make some remarks on tariff reductions. but postponed it because I did not think the measure would be before the Senate so soon. I think at this session there is no bill for the reduction of the tariff in the Philippines pending in the Senate. but there is one pending in the House. I have serious objections to the bill pending in regard to the percentage gianted for the building of railroads and also I desire to be certain as to the enforcement of the immigration laws. but my objections were not ofso weighty a nature as to delay the passage of the bill. However. as a member of the Committee on the Philippines. I never would have given my consent to the taking of a vote day after tomorrow. had I known that the tariffreduction proposition was to be voted bpon in connection with this bill.
