South Carolina is one of the original States of this Union. She has been primarily an agricultural State. She has never realized the need of labor until the last year or two. but now she has established her "department of agriculture. commerce. and immigration." in charge of Commissioner E. J. Watson. a most able and efficient officer. and issued her invitation to the peoples of other lands and other portions of this country to come and enjoy her exceptional advantages.
