The other country could probably continue to insist that the treaty was binding. In discussing this question I shall only discuss it in so far as it pertains to our municipal law.. In our proper zeal to protect our own people from the results which would follow the extensive immigration of Chinese into the United States we have not shown that proper regard for our treaty obligations with China that we should. The laws of 1882. 1888. 1892. and 1893 were all passed while the treaty of 1880 was in full force. and before the ratification of the treaty of 1894. The stringent provisions of the act of 1892. and perhaps other acts. were not in complete harmony with the treaty of 1880.
