I assure the Senator from Massachusetts that it is nothing of the kind. but relutes to the debate of yesterday upon the subject of Chinese exclusion. Mr. President. as the result of certain suggestions made by different Senators during the debate of yesterday I made some investigation. The result of it is that by precedents I am able to clear up some of the matters that were in controversy. What I desire to say now might be made a part of my speech that was made yesterdaythat is. to call the attention of the Senate to the precedents to which I referand I want to say that I should like the Senator from Massachusetts to permit me to do that now.
