Mr. President. I think that even those who have not strong convictions on the subject will agree that a very serious question is presented. It will never do. in view of the evils of Chinese immigration. to permit the condition of the law to remain as it will be after the treaty of 1894 is at an end. These facts should be kept in mind. The treaty of 1868 was simply declaratory of certain principles. The treaty of 1880 was a treaty without limitation as to time. except in so far as the right of denunciation by either Government existed.
