Let us imagine a case. This is the law as it exists: That all laws now in force prohibiting and regulating the coming of Chinese persons and persons of Chinese descent Into the United States * * be. and the same are hereby. reenacted. extended. and continued. so far as the same are not inconsistent with treaty obligations. Suppose after December 7 the question of the validity of the exclusion laws should be brought before the Supreme Court. and the Supreme Court were asked to determine whether or not such law is valid under the act of 1902. What would the Supreme Court find?
