I would rather rest upon the proposition that the treaty of 1880 was [permanently annulled by the treaty of 1894. But the clause in the treaty of 1894 simply declares that Chinese immigration shall end for a period of ten yearsit is selfoperativewhile the treaty of 1880 authorizes the United States to suspend. limit. and regulate the incoming of Chinese into the United States. APwiL 8. The latter treaty is a continuing one. That of 1894 simply interrupted the operation of some of its provisions for the term stated.
