The provisions of this convention shall not affect the right at present enjoyed of Chinese subjects being officials. teachers. students. merchants. or travelers for curiosity or pleasure. but not laborers. of coming to the United States and residing therein. * * * "ART. IV. In pursuance of Article III of the immigration treaty between the United States and China. signed at Peking on the 17th day of November. 1880 (the 15th day of the tenth month of Kwanghsu. sixth year). it is hereby understood and agreed that Chinese laborers or Chinese of any other class. either permanently or temporarily residing in the United States. shall have for the pirotection of their persons and property all rights that are given by the laws of the United Slates to citizens of the most favored nation. excepting the right to become naturalized citizens or subjects. And the Government of the United States reaffirms its obligation. as stated in said Article Ill. to exert all its power to secuie protection to the persons and property of all Chinese subjects in the United Slates. "ART. VI. This convention shall remain in force for a period of ten years beginning with the date of the exchange of ratifications. and if six months before the expiration of the said period of tn years neither Government shall have formally given notice of its final termination to the other. it shall remain in full force for another like period of ten years." ** The first section of the act whieh has just passed Congress and been signed by the President reads as follows: "That all laws now i n foce prohibiting and regulating the coming of Chinese p ersons. and peisons of Chinese descent. into the United States. and the residence of such persons therein. including sections 5. 6. 7.8.9 910. 11. 13. and 14 of the act entitled "An act to prohibit the coming of Chinese laborers into the United States." approved September 18. 1888. be. and the same are hereby. reenacted. extended. and continued so far as the same are not inconsistent with treaty obligations. until otherwise provided by law. and said laws shall aiso apply to the island territory under the jurisdietioni of the United States. and prolhiit the immigration of Chinese laborers. not citizens of the United States. from such island territory to the mainland territory of the United States. whether in such island territory at the time of cession or not. and from one portion of the island territory of the United States to enother portion of said island territory: Provided. however That said laws shall not apply to the transit of Chinese laboelss from one island to another island of the same group. and any islands within the jurisdiction of any State or the district of Alaska shall be considered a part of the mainland under this section." The second section authoiizes end empowers the Secretary of the Treasury to make rules and regulations unde this act and all acts extended and continued. and also under the treaty of 1894. and to appoint agents. The third section relates to importation of mechanics. etc.. by foreign exhibitors at any fair or- exposition authorized by Congress. The fourth section reads as follows: "That it shall be the duty of every Chinese laborer. other than a citizen. rightfully in and entitled to remain in any of the insular territory of the United States (Hlawaii excepted) at the time of the passage of this act. to obtain within one �ear thereafter a certificate of residence in the insular territory wherein he resides. which certificate shall entitle him to residence therein. and upon failure to obtain such cetificate as herein provided he shall be deported from such insular territory. and the Philippine Commission is authorized and required to make all regulations and provisions necessary for the enfoicement of this section in the Philippine Islands. including the foim and substance of the certificate of residence. so that the same shall cleaorly and sufficiently identify the holder thereof and enable officials to prevent fraud in the transfer of the same: Provided. however. That if said Philippine Commission shall find that it is impossible to complete the registiation herein provided for within one year fiom the passage of this act. said Commission is hereby authorized and empowered to extend the time for such registration for a further period not exceeding one year."
