Beavers. I came here as the sole representative of a body of people numbering in the vicinity of 400.000. with something like 700 postoffices. The population in my State was rapidly increasing by a great influx of immigrants. and this naturally resulted in an enormous growth in the postal business and increased demands and necessities in the way of allowances from the PostOffice Department. Most of the requests for such increased allowances came to me. and as soon as I learned the method of procedure followed in these matters I availed myself of my privilege to visit the Department and request proper increases in many cases. In a short time the Department took my case under consideration and later informed me that. in view of the conditions which I have mentioned peculiar to my State.
